The problem with this report is that it is comparing all counties so ANY county in the upper 20% of population is likely to be in the upper 20% of pollution. What I would want is a comparison by population. Is Colorado Springs better or worse than other 500,000 person cities. OR I would want a comparison with an absolute, non population dependent number that we know is "bad for us". Are we higher than the "bad level". Either a comparison to a ratio with correction or a comparison to an absolute with indicators.
